To be honest I never thought this day would come but I guess you can’t put anything past Musclenerd and the iPhone Dev Team. If you didn’t know, iPhone 3GS users could update their baseband to a higher 06.15.00 iPad baseband that would then give them the ability to unlock their iPhone. However, this method was a little tricky and could case major damage to your phone.
Now iPhone 3GS users on the 06.15.00 can downgrade back to a lower baseband to fix their GPS issues and also downgrade even further to the 5.13.04 baseband to get a clean unlock with ultrasn0w. This method will also work for iPhone 3GS users who are not on the 06.15.00 baseband but on a newer baseband that is not unlockable. This is great for iPhone 3GS users who’s 3rd 4th and 5th digit of their serial number is higher than 135, this will unlock your iPhone too.
Step 1. Download the latest version of redsn0w and the firmware file your iPhone is running.
Step 2. Open redsn0w, go to extras then select IPSW. Then click on the IPSW for your phone that you just downloaded.
Step 3. Plug in your iPhone to the computer and turn off your iPhone. (This step is very important to avoid mount problems when the ramdisk is running!)
Step 4. Go back to the first screen and click Jailbreak. Enable the “Downgrade from iPad baseband” checkbox, disable Cydia if you already have it installed, and click Next to proceed through the normal DFU ramdisk steps.
Once your device reboots you should no longer have the 06.15.00 baseband!
Update #1: If you’re still using ultrasn0w after going down to 05.13.04, many people have reported that re-installing Mobile Substrate and/or ultrasn0w fixes crashes and “No Signal”.

some 3GS owners will have problems getting stuck at the apple logo when doing this, even on the older boot roms read the update#2 from Dev Team.
I got it to reboot finally and was still on 6.15.00 since it did not take, even re-installing Ultrasn0w and Mobile Substrate will not fix the no signal issue.
To Fix if you get stuck at the apple logo, ( wait at least another 10-15) minutes to besure you are stuck
Reboot,, power off device
Use Redsn0w to, select your ISPW,
Check Install Cydia
Check Install Ipad baseband
Let redsn0w do it's thing
After it restarts re-install Mobile Substrate and Ultrasn0w
Reboot
This worked for me (may can be less steps)

LikeI downgrade from 6.15.00 to 05.13.04 but i checked the GPS without data internet it didn't work but the network it works and I got problem with cydia apps all the apps gone
